Dr. Nick Mawe Dala, MBBS, M.Med
Director
Dr Nick Mawe Dala is the Director of the National AIDS Council Secretariat (NACS). After an absence of a director for two years, Dr Nick Dala was appointed as the new Director for the National AIDS Council Secretariat (NACS) in May 2018. Dr Dala’s position was endorsed by the National Executive Council (NEC) to provide confidence to the organization to rejuvenate the core functions of NACS.
Prior to commencing his role as the Director of NACS, Dr Nick Mawe Dala held the Managerial Position with the National Department of Health (NDoH) as the National Program Manager for STI and HIV from 2012 to 2017.
Dr Nick Dala obtained a Bachelor of Medicine and a Bachelor of Surgery (MBBS) from the University of Papua New Guinea in 1998. He also has attained a Master of Medicine (MMED) specialising in STI and HIV from the University of Sydney, Australia.
With his experience and qualifications in the fields of STI’s and HIV, he his more than capable to lead NACS as it embarks on its mission to end HIV in PNG.

Mr. Tony Lupiwa
Deputy Director
Mr. Tony Lupiwa is currently the Acting Deputy Director of the National AIDS Council Secretariat. His role is to assist the Director of the NACS in the management of the organization, to represent the Director at HIV stakeholder meetings, and to perform the role of the Director when the current Director is on Duty travel.
His other current role as Deputy Director is to lead the roll-out of the new STI & HIV Strategy 2018-2022 and assist the Director in the overall coordination of the National HIV Response.
Mr. Lupiwa is the Manager for the division of M & E, Reporting and Research at NACS. He leads the overall monitoring of the National Response to HIV and AIDS. He also heads the Research Coordination Unit which is the secretariat to the National Research Advisory Committee (RAC) that coordinates all HIV research conducted in PNG.
Mr. Lupiwa has managed HIV and STI research programs and has extensive knowledge and experience in research, which allows him to contribute to the development and review of national policies in the Asia Pacific region. His broad experience has enabled him to lead post and pre-graduate training programs at the PNG Institute of Medical Research in Goroka, Eastern Highlands Province and at NACS.
He has spent over 25 years at the PNG Institute of Medical Research in Goroka, where he was part of the first team of HIV researchers doing the early research on HIV and STI in PNG. Mr. Lupiwa is known for his contribution to Health Research in PNG, specializing in STI and HIV research, Pneumonia and Diarrheal Diseases. He is a co-author to over 70 publications in peer reviewed Journal and other national documents around the world. He has presented PNG’s STI and HIV research data in many International and National Conferences. He has been a member of the PNG Medical Society for over 30 years and he is a regular presenter at the Annual Medical Symposiums in PNG.
Mr. Lupiwa holds a Master of Medical Sciences (MMSc) (in HIV and STIs) from the School of Medicine and Health Sciences, University of Papua New Guinea.
He also holds a Bachelor of Science (BSc), Post Graduate Diploma in Science (PGDSc) and Diploma in HIV and AIDS (Thailand).

Mr. Victor Aisa
Manager Finance & Administration
Manager Corporate Services
Mr. Victor Aisa is the Manager, Finance and Administration and Corporate Services Division since 2011. His role involves coordinating and managing the operations and functions of Finance and Accounts, Procurement and Administration, Human Resources Management and Development, Information and Communication Technology (ICT), Assets Management, Cleaning and Securities.
Victor’s previous employment includes Assistant Director Finance and Administration for the Department of Mineral Policy and Geohazards Management; Manager Health Sector Improvement Program for the Department of Health; Executive Manager Finance and Administration for Water and Sewerage Limited t/a Eda Ranu and Assistant Secretary Expenditure Control Division, Assistant Secretary Accounting Division, Assistant Secretary Provincial Liaison Division of the Department of Finance.
He has a Master’s Degree in Business Administration (MBA) at Central Queensland University (CQU) in Australia, A Diploma in Management at Central Queensland University (CQU) in Australia, A Certificate in Government Financial Administration at ACPAC Training Centre in Sydney Australia and A Bachelor’s Degree in Accountancy at Papua New Guinea University of Technology PNG.
Victor is a member of the professional bodies of Papua New Guinea Certified Public Accountants (CPA) and the Institute of Internal Auditors (IIA PNG Chapter).

Mr. Valentine Tangoh
Manager – Advocacy & Social Mobilization
Mr Valentine Tangoh is the Manager for Advocacy and Social Mobilisation. His main roles include management of four divisional staff and plays a senior leadership role of the overall coordination of the Advocacy and Social Mobilisation Intervention programs in the country.
Mr Tangoh commenced working with National AIDS Council in mid of 2007 and this year is his 11th year with the Organization. Prior to occupying this position, he was the Regional Manager for Momase Region and was Compliance Officer in the two previous NACS structures.
Prior to joining NACS, Mr Tangoh was engaged in a 5-year AusAID project called the Curriculum Reform Implementation Project (CRIP). Mr Tangoh also spent more than 28 years with the National Department of Education at different leadership capacities before officially resigning from the department to join the National AIDS Council Secretariat.
Mr Tangoh holds a Master’s Degree in Education obtained from the Queensland University of Technology, Brisbane, Australia. He also holds a Bachelor’s Degree in Education from the University of Goroka (UOG) and a Diploma in Primary Education from the PNG Education Institute (PNGEI).
