Papua New Guinea National AIDS Council Secretariat

The Papua New Guinea National AIDS Council Secretariat (NACS) was formed in 1999 and is the technical and operational arm of the National AID Council (NAC). It has a mandate to coordinate the national response on HIV and AIDS and is responsible for supporting the formulation, review and revision of National Policy and Monitoring and Coordinating the Implementation of the National HIV and AIDS Strategic Plan (NSP). NACS has offices in twenty provinces across the country to coordinate the response in the provinces.

Current Events at PNG National AIDS Council Secretariat 

Restructure

The National AIDS Council Secretariat is currently undergoing a major restructure and reorganization.  The process started towards the end of 2007 and is nearing its completion.   All the Job Descriptions, Job Evaluations, Salaries, and Market Comparisons have been completed by the Brian Hart Consultants.   A report is now before the NAC for its endorsement prior to Department of Personnel Management and the Salaries Conditions and Monitoring Commission's approval.   The recruitment exercise has commenced with the first phase and is progressing in phases.

National HIV Strategy (NHS 2011-2015)

The current National Strategic Plan on HIV and AIDS (NSP   2006-2010) is ending this year and already the National AIDS Council Secretariat has commenced the process of developing the new 5-year national plan to effectively address the HIV epidemic in PNG.  NACS through the NHS Core Group has conducted numerous consultations in the four regions of PNG with all relevant stakeholders to gauge ideas, thoughts, and inputs towards the development of this new strategy.  Special meetings were also conducted amongst groups such as Youth, PLHIVs, MSM, FSW, BAHA, the PNG Trade Union Congress and three village locations.

 

United Nations General Assembly Special Session (UNGASS)

 The National AIDS Council Secretariat through the UNGASS Core Group is currently compiling the second United Nations General Assembly Special Session on HIV and AIDS (UNGASS) Report.    PNG as a member country of the United Nations is required to produce this report bi-annually.  The report will cover national indicators relating to national programs on National Commitment and Action, Domestic and International AIDS spending, and the National Composite Policy Index covering gender, workplace policy programs, stigma    and discrimination, Prevention, Care and Support, Human Rights, Civil Society Involvement and Monitoring and Evaluation.   The report is due at end of March this year.

2009 World AIDS DAY

December 1st is commemorated throughout the globe as a day to remember all people who are infected or affected by HIV/AIDS. Papua New Guinea also marks the day with activities to create awareness and remember those who have passed on and those living with the virus. 

2009 Commemoration activities coordinated by the National AIDS Council Secretariat and the National Capital District AIDS Committee was described as the best ever in the last seven years. This is so because of participation by stakeholders in the nation's capital and those in the provinces. 

The event started with a ' Walk for Life' campaign lead by the CIS band pipes from Somare Foundation along Waigaini Drive to Heduru Haus where the main activities took place at Section 405 , Lot.5 the vacant space of land between Heduru Haus and Aopi House. 

The Walk attracted more than 500 public servants and civil servants including non government organizations and development partners. The highlight of the event was the Department of Personnel Management who took the day off work to participate in the event. 

Activities on the day included live bands, item performances and the CIS prisoners who assisted in putting up the stage for the day's activities. 

The most interesting remark made on the day and maybe a Food for Thought for all us was from the United Nations Representative in Papua New Guinea about timing. He mentioned that 'this is the first time in PNG I have attended an event that started on time and finished on time in accordance with the program'.  

It was a very encouraging comment made and motivated the committee lead by Ms.Angesula Jugamop ,Provincial Programs Officer and Chairman of the WAD Committee.

National AIDS Council Secretariat Recurrent Account (NACSRA) Accounting Function Tender

The National AIDS Council is calling on interested companies / registered accounting service providers in Papua New Guinea to submit their Expression of Interest to carry out the financial management functions of NACS. The phasing out period will be done in three stages.

 

STAGE ONE:                Recurrent Budget

STAGE TWO:               Development Budget

STAGE THREE:             Procurement and Logistics

 

Terms of Reference

 Initially the assistance will be responsible for the operational management of the NACS Recurrent Account (NACSRA) to ensure it fulfills its objectives, tasks and reporting requirements and includes:

 a)    Independent monitoring, examination and control of the NACS Recurrent Account expenditure

b)     Financial management capacity building of NACS staff managing the Recurrent Account

c)     Complete review and assessment reports, and line-item level accounting reports on expenditure incurred through the NACS Recurrent Account

Depending on the success of stage 1 (Recurrent Budget), the successful applicant will be offered Stage 2 (Development Budget) and possibly the procurement at an even further stage.

 TOR FOR ACCOUNTING FUNCTION TENDER (53KB)

Companies interested must submit applications that meet the following criteria:

· Evidence of Company existence and registration

· The firm must be registered with the Accountants Registration Board

·  Nominated staff must have a minimum of 5 years experience in public sector financial management and PFMA

·  Staff must have management experience

·  Staff must be an Associate Member of CPA PNG

Applications close on the 31st May,2010. Appointment of the successful company will be done by the 30th of June 2010, and work commences on the 1st of July, 2010.

Tenders are to be dropped in the NACS tender box, located in the Procurement Unit at NACS Head Office, Heduru Haus, Waigani Drive, Port Moresby.

 

2010 COMMISIONED RESEARCH GRANTS ON HIV AND AIDS

The Papua New Guinea National AIDS Council Secretariat in partnership with the Australian Government (AusAID) seeks to attract high quality, innovative and relevant research proposals in Commissioned Research topics on HIV and AIDS in PNG. Expressions of Interest are hereby invited from research institutions or organizations interested in applying for commissioned research grants on HIV in PNG.
